CPA Legal is a law firm specialized in corporate and regulatory matters for domestic and foreign clients, born from the alliance between the outstanding lawyers José Antonio Gómez (former Minister of Justice and Defense and former Senator) and Juan Carlos Manríquez (who has been leading the law firm Manríquez Benavides y Cía. www.mbcia.cl for more than 30 years), founding partners with vast experience in the public and private sectors, who, before the entry into force of Law 21. 595 on Economic and Environmental Crimes became partners to provide adequate responses to the new legal scenario and the important challenges faced by both Companies and their Corporate Governments in our country, as well as Decentralized Public Services in their interaction with the Private World, providing them with expert and highly qualified advice, with a comprehensive and multidisciplinary approach, which efficiently addresses the various complexities presented by each type of Industry.
To achieve this purpose, the firm decided to expand into corporate, environmental and administrative law, directly incorporating issues of public management, administrative law and litigation, adding for this purpose Pedro Neira Asenjo, a lawyer with outstanding experience in senior executive management positions and corporate governance, with expertise in environmental law. Then, the firm incorporated Felipe Lizama Allende, lawyer and academic of constitutional and administrative law at the Universidad de Santiago de Chile (USACH) and Universidad del Desarrollo (UDD), who also has extensive experience in civil and contentious-administrative litigation. Subsequently, Mauricio Oviedo Gutiérrez, lawyer and Master in Public Law from the Universidad de Concepción, former President and Titular Minister of the First Environmental Court between 2017 and 2023 and former lawyer of the legal division of the Environmental Assessment Service, joined as senior advisor. In the Compliance Area, Sonia Esturillo Herrera, Chartered Accountant and Master’s Degree from the University of Chile, and Raúl Muñoz Valle, Chartered Accountant, MBA and Master’s Degree from the Catholic University, both with an outstanding professional career at the corporate level, joined the Compliance Area.
With this union, CPA Legal has become today a law firm specialized in Compliance and Anti-corruption, with a focus on the prevention and resolution of conflicts and highly complex matters, providing advisory, preventive and litigation services, both at the Private Corporate level and to Public Sector Institutions and Municipalities, in the different areas of Public Law, that is, constitutional, administrative, and Criminal Law (administrative sanctioning procedures, accounting trials and court cases for economic and environmental crimes and those committed by public officials).

Specifically in processes related to patrimonial crimes, defenses in accusations of guilty and fraudulent bankruptcy, cases of infractions to the Securities Market Law, the Banking Law and, in general, to crimes related to business, economic and financial legislation.
We advise in all areas of mining and environmental law, particularly in obtaining permits and seeking solutions to administrative disputes and litigation related to land use planning and environmental liability.
Due diligence processes of the specific project, including all corporate, contractual, environmental, labor, regulatory, permit-related, tax and other aspects, and in the preparation of the risk matrix associated with the project, the structuring of private bids originated by non-governmental entities for the awarding of projects.
